A visit to a GYN MD: You need to see a GYN MD who can evaluate the elevated prolactin, and your physical development or lack thereof. The elevated prolactin could be the reason for the absent period which can be corrected with medication or there may be a genetic developmental abnormality. The GYN MD will sort that all out for you.
