Sluggish return.: There is a whole host of conditions that can cause the swelling of the lower extremity. Typically the vascular system is involved, including the venous return. The lymph vessels might also be responsible. To remove all doubt, have your leg evaluated by a vascular specialist. You can certainly begin by consulting with a family practitioner first and then be referred to a specialist.
