I'm 20yrs old guy,after meniscus repair surgery & rehab.after 1 year can i be back to my high intensity exercises or should i stop them permanently?

Talk to your surgeon: The point of reconstructive surgery is to restore normal function. You will want to discuss what you consider high intensity exercise with your doctor. The one who repaired the meniscus should be in the best position to say what you can and cannot do. Meanwhile, start slow and build up your activity level.

Ask your ortho: I would think you should gradually work your way up. I am not sure how you obtained the tear but don't damage your outcome. Ask your ortho doctor how best to recover and if you have any limitations. All the best.
