every time i start chafing, i notice one or two cyst apear is this normal?

Not sure: where you are "chafing" but rubbing the skin does NOT usually result in cysts!

Cyst or bullous?: You may wish to consult a dermatologist to exclude one of the bullous skin disorders like pemphigus or pemphigoid. In these lesions a bullous appears at the site of friction.
