Not sure related: I do not see the correlation of your neck problems and the heart rate or breathing issues. Fingers numb certainly occur with your neck problems. If the pain is bad enough it can cause heart rate and blood pressure to rise. I think you should see your medical provider to discuss the hear rate and breathing issues good luck

No: Compression in the cervical spinal cord can cause pain, numbness, and even weakness in the arms and legs but should not affect heart rate. Heart rate is controlled by the sympathetic and parasympathetic nervous systems that form s plexus anterior to the vertebral bodies and as such is typically not associated with abnormalities within the cervical spinal canal.
