Resting or max?: A resting heart rate is 60-100 bpm depending on your medical condition. Your theoretical maximum heart rate (HEAVY exertion - marathon, for example) is 220-age, or 150 bpm. You shouldn't strive for this number; 60%-80% of this (ie 90-120 bpm) is a good number for exercise. The SBP (upper) should be <120 mmHg & DBP (lower) should be <80 mmHg. SBP of 121-130 or DBP 81-90 is pre-hypertension. TTYD.
