Is it likely that hpv16 infection progresses to cervical cancer in 1 yr. if she takes immune-suppressing-allergy medicine for just a month?

Very unlikely: Such rapid progression might occur, but is extremely rare. Being on allergy medication is not likely to change this. Even potent immunosuppression usually doesn't have this effect.
