Only thyroid tissue: There are no other organs in the human body that produce thyroxine, so unless your friend is taking a thyroxine containing supplement or prescription thyroid medication, she should not have high T3. It is possible that she was told she doesn't have a thyroid gland on ultrasound or after surgery, but some thyroid tissue remains. Your friend should consult an endocrinologist to clarify things.
