May be: Final height depends on many factors, mainly genetic and constitutional (built), he is yet to have a growth spurt if he is a late bloomer,. You may want to visit his pediatrician for assessment of sexual maturity stage (Tanner staging), may order some tests / imaging studies to assess his bony age, best wishes
