No, just average: 5'6" is about 1-2 inches above average in the usa for an adult female. In other parts of the world, average height may be higher or lower. Height changes with age so to really answer the question i would need the age of the female.

Tall: No. The average female is 5 ft 4.5 inches. 5-6 is not much taller. I'd consider 5-10 or more tall for a woman.
