See a dermatologist: Probably eczema. If it is, it is chronic and recurrent. Prolonged use of steroid here brings risks of glaucoma, cataracts, and periorafacial dermatitis.Calcineurin inhibitor is safe and effective. By prescription you will control your skin problem with tacrolimus ointment 0.1% or pimecrolimus cream.
