Puberty: Please start w/a visit to your doctor. He/she may refer you to an endocrinologist. That type of doc looks at hormones and helps you adjust them so that you can develop. Thanks for asking this question and don't be shy. Docs see lots of things. Peace and good health.

Really !?!?!: If this is really true you should have been tested for problems a few years ago. If you are just shorter/thinner than some of your peers but shave & have genital changes consistent with your age you may just be that way. I'd start with a physical exam & testing with your doc. A single xray of your wrist/hand can give a bone maturity.If 12 or so you likely have hormone deficiency.
