Hard to be specific: The palsy is thought to represent a diminished function of intact nerves due to swelling after the trauma surrounding birth.Passive range of motion helps preserve the muscle integrity (tone, mass) until the normal messages get through and directed movement is normal.It never hurts to work these muscles through their range, but the need may be gone if function is normal.Check with the doc.
