See below: An inflamed rotator cuff can be treated with conservative methods such as physical therapy a tear in the rotator cuff can be treated with rehab or surgery based on certain factors how big is the tear? What activities does the individual perform? Does the patient have pain?Etc.

No: A torn rotator cuff will not heal on its own. Surgery is the definitive treatment. Range of motion exercises are usually encouraged in order to prevent the development of a frozen shoulder. Pain is used as a guide- do not force the motion. In some cases conservative treatment of a rotator cuff tear is elected. In these situations rom and rotator cuff strengthening exercises are utilized.

See below: Range of motion exercises. Will not cause harm and is a good thing you certainly want to avoid a frozen shoulder or adhesive capsulitis small tears can be treated conservatively without surgery.
