Could be nerve: or a corn, if it only happens with tight shoes they are probably putting pressure on the toe, this can compress a nerve or force the toe to rub on the 4th toe creating a corn or on the shoe on the outside of the toe to create a corn also. Easy fix is don't wear the shoes that cause the problem.
