Depends: How long have you been off blood thinners, if it is more that a week or 2 it is unlikely the issue. Did you have any trauma or other reasons to cause it? Does it hurt? If it is bothering you you should get it checked out by your doctor.

Bruise? New DVT?: If you stopped anticoagulant treatment ("blood thinner") within the past few days, it might still be having an effect and you could bruise easily. If more than several days, perhaps a new DVT. Contact the doctor treating you for this and follow her advice. If that's not successful, get examined professionally ASAP.

Yes: If you have had no injury that would result in a bruise like this then you should be evaluated, especially given your history of several DVTs.
