Many possibilites: There are many possibilities---impossible to tell what it could be without examination--start with your primary care physician and if need be the physician can refer you to a dermatologist.

Rashes can be caused by viruses, bacteria infections, allergies, irritants to the skin, insect bites, eczema, sensitivity to heat or cold. All sorts of things.
