Tinea?: The best bet is some kind of infected rash, such as tinea, but could be others. Check with your doctor. Or use Clotrimazole a trial for couple of days.

I do not know: Rashes are tough to diagnose over the computer. May be a fungus, like ring worm? Get eval and definitive diagnosis to get the correct tx.
