This is a question: that unfortunately cannot be answered on the internet. It would require seeing and touching the lumps. Since you had one biopsied there should be an answer available. If you can't get an answer locally try arranging to be seen at a University Center nearby. They are usually good at figuring out things when no other doctor can.

What did biopsy show: If you could let us know what the biopsy showed, we may be able to give you a better answer. Possibilities include infection (boil, for example), wart, etc. Do you get 1 at a time or do you get several at once? Showing a picture of 1 along with the biopsy results would be helpful.
