Depends on why: There could be many reasons why a person in his 60's has trouble getting his arm into his coat sleeve. If he was getting dressed just fine yesterday, but today is having trouble moving his arm, and he did not injure his arm overnight, then he may be having a stroke and needs to call 911 for the ambulance. Otherwise it may be a muscle, joint, or coordination problem; or he picked up the wrong coat.
