Can be up there: in your upper airways, nose, sinuses and middle ear, inflammation can affect your lower airways also, so your chest feels heavy as you described, yet chest x-ray would be clear. See your doctor again for possible need for antibiotics, antiinflammatory medications and probably a bronchodilator to open up your lower airways, best wishes
