Nickel allergy: Here's a possible cause- the metal rivet that connects the button fastener to your jeans. There are a nickel alloy and can cause itching and rash where it touches the skin under the belly button! If this seems likely, do two things: Use hydrocortisone 1% cream until rash is gone. Put clear fingernail polish over the rivet to keep it from contacting the skin. I've seen this often in my practice.
