Yes: You can get it as a teen. Tom dooley md got his fatal melanoma in his mid-30's and one of my students in his 20s has a basal cell ca on his face already. Get the thing looked at and treated now. Since it's peeling it's likely to be an actinic keratotis but it needs to be seen and treated. Be brave and do it.

Unlikely, but it can: Happen. Many benign lesions look like melanomas but are not. The only way to know is to get it biopsied; a simple procedure that can be done in the office. See a dermatologist, find out, and put your mind at ease. Good luck!

Get it looked at : Try not to worry yourself, but i would recommend that you have a dermatologist take a look at the spot. There are very specific characteristics of a melanoma that a trained dermatologist will be able to pick up on and he/she can order the necessary tests/biopsy. It's important to consider whether you have a family history of skin cancer, what your sun exposure has been, if the spot bleeds, etc.
