From the neck?: Your brief history suggests referred pain from your cervical spine, aka cervical radiculopathy or a "pinched nerve." This often gives one pain in the lower neck, around the shoulder blade and down the arm. There is sometimes numbness, tingling or burning. A patient often needs a physician's help to suggest a diagnosis and manage the pain. Steroids and/or NSAIDs can relieve pain in the acute phase.
