Possibly yes.: Tech MAY be referring to Hyperinflation(over expansion) of the lungs. COPD is the most common cause. In COPD there is an inability for the lungs to empty normally on expiration due to loss of Elastic recoil and Collapse of the small airways(bronchioles).
