Six months before my fathers mri showed mca territory infarct and now, fronto-parietal infarct, with 65% recovery in 7mnths. can he fully recover?

Depends. : Which hemisphere, how large was the infarct? What is the source of the strokes? If his condition is progressive and he continues to have infarcts then the chances of recovery diminish. If his condition remains stable he will probably see some further improvement but complete recovery may be unlikely.
