Yes any time: there is hypothermia or low temperatures (especially if measured correctly e.g. rectal/ auricular) there should be some concern. Given that she had a fever prior to this, I would bring her to a pediatrician to have her checked out to make sure she does not have an overwhelming infection. But usually it is a sign of suboptimal temperature measurement or over-exposure to the elements.
