My three year old has a hard lump which feels like a bone in the middle of her chest, i think just above the rib cage, should i be concerned?

Probably not: Probably a portion of her sternum (chestplate) you are feeling. As long as it is not rapidly growing/painful or red, I think "watchful waiting" is appropriate. If it persists, worsens, or continues to concern you, then see her pediatrician who can better evaluate your concerns.
