I have a very small umbilical hernia and a bone spur in my heel. would these make me fail a pre employment physical?

Preemployment: It would depend on who thought of the preemployment physical goes if you have it if you're going for a job that requires lifting then finding a umbilical hernia may cause you to be disqualified and if you were going for a job that requires you to have x-rays of your feet as it involved a lot of walking this may cause disqualification. However for most occupations thes conditions are innocuous

Reassurance : No. both of these small problems can not influence on your preemployment physical. But if your work requires heavy lifting you need to wear support for hernia just for your benefit.
