Explanation : Any surgical intervention, even small like yours, need 2-4 weeks for full recovery. Your congestion is part of recovery due to swelling after turbinate reduction.

Give it some time : Swelling will go down and your breathing will be easier. If discharge, pain, redness inflammation go back to your ENT
