A non-responder: to HepB vaccine is someone that does not build immunity after receiving two, 3-shot series of HBV vaccine; it happens in 5-15% of people, There are special regimens using a higher vaccine concentration--40 ug/ml-- (usually reserved for immunosuppressed and dialysis patients) in series or even as 5 intradermal shots. I would consider having antibody checks for other vaccine effectiveness, too.
