Yes, if PCOS: OB GYN's use metformin for treating PCOS regularly, however if you are in need of pre diabetes Rx use with the Metformin a Internal Medicine/Endocrinologist MD is your best bet.

Yes: Your doctor will have to determine if prescribing metformin is medically indicated. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. Drink enough water daily so that your urine is mostly colorless. Practice safe sex.

Metformin: Your OBGYN is able to prescribe Metformin as it is used for other treatments besides Diabetes. It is used to treat Polycystic Ovary Disease. If you are using it for Diabetes, I would recommend following with your Family Physician or Endocrinologist, as you may need more frequent visits and labs for follow-up.

Sure: Any licensed physician can prescribe prescription drugs. Unless his/her license is restricted, scheduled drugs such as narcotics can also be prescribed. Some licensed physicians prefer to only prescribe medications for conditions they routinely treat (ex. polycystic ovary, Type 2 diabetes), but metformin is common enough that I expect most OB/GYNs would be comfortable with that.
