It depends: If you mean eustachian tube dysfunction it is best to do nasal rinses to decrease inflammation with a 'Neti Pot' and salt water (pre packaged is best). Also topical decongestants are also good such as afrin or even nasal saline spray. Finally you can take oral decongestants.

By ETD: Do you mean Eustachian tube dysfunction? The Eustachian tube is a narrow tube that connects the middle ear to the back of the nose;chronic blockage is ETD.Identification/treatment of nasal allergies comes first and may include allergy desensitization shots; intranasal steroids (trial at least 2 weeks); decongestants, either oral or spray (use briefly). And blow up balloons to self-inflate the tube
