Maybe : Different people react differently to different drugs. While some people get good results with smallest dose of a drug, others would need more to have the same effect. As for lisinopril 10 mg and losartan 25 mg, both are starter doses, your doctor and yourself would be the best to judge efficacy, taking in consideration factors such as other drugs, other conditions, side effects, etc..
