Yes: Yes, an mri uses sound waves to detect abnormalities in tendons and ligaments, butt could certainly miss a partial tear or a problem within the tendon. An Mari is a much more sensitive test as the resolution is much better in it than ultrasound. The bigger question is where is your pain coming from and what are your options to treat it.

YES, AND: US or MRI is not perfect. Sometimes things are hidden. Also, chronic swelling of the tendon w/o tear can cause pain. Also, are the peroneals subluxing out of their anatomical position? If you've exhausted non-surgical management, perhaps it's time for a surgeon to actually look at the tendon surgically.
