Unlikely: Unless the plantar fascia is infected, which is extremely rare, it should not cause a fever. Also, in medical terms, a fever is 100.4 of greater. A temp of 99 in the summer can be normal for some or if elevated for you, is unlikely to be related to plantar fasciitis.
