Shingles?: That sounds like it could be shingles. Are the fluid-filled bumps? How long have they been there? Have you ever had chicken pox, or were you vaccinated against them as a child?

Well, you are not: in the age group where we expect to see herpes zoster or shingles, but that might be what you have. It is difficult to say for sure without a picture (which you could upload to HealthTap for a Virtual Consult). Blistering rash with pain is the hallmark. Treatment is most effective when started within 3 days of seeing the rash: antiviral medicines (acyclovir, etc)/pain killers/topical antibiotics
