Depends: CTA is probably the most accurate to evaluate Internal Carotid artery blockages.

Tests all help: Ultrasound usually 1st. Painless, inexpensive, no radiation, no contrast injection, & very good to asses stenosis (narrowing) within fairly narrow range. CTA & MRA done next to confirm, sometimes a bit more accurate, and importantly show more details (length of stenosis, surrounding anatomy, etc). More costly. Requires contrast. CTA uses radiation. Tests compliment one another. Hope this helps.
