Maybe not: Herpes lesions hurt, and are not just whitish patches inside the cheeks. If a person already has type 2 herpes in the genital area, then any other locations with type 2 herpes should not be a primary lesion, but also a recurrent lesion, and would also be shallow ulcers (with or without a crust or coat). Unless oral lesions are actually shallow lesions with some pain, they are probably not herpes.
