Curious, but not: unheard of. Typically, an unusual sensation--sensing wet but it isn't!--is a manifestation of nerve dysfunction, most probably a small fiber neuropathy. Curiously, the location you report---the leg/thigh--is one of the more common sites reported for this unusual wet sensation. Neuropathies can be caused by diabetes, metabolic abnormalities, toxic exposures,etc. A neurologist can help sort this out
