No relationship: I have never heard of any relationship between dental problems and hair loss. Having said that, if you have some systemic illness you can have generalized ill effects that can effect different areas of the body such as bone, gums, and skin. Inflamed gums are red, puffy, and bleed. See both you primary care physician and your dentist for an evaluation.

Hair Loss: Dental problems do not cause hair loss. Gums are inflamed when they are red, puffy, and bleed with the slightest of touch.

2 questions: 1) Dental problems unrelated to hair loss. 2) Healthy gums appear pink and stippled (like an orange peel). Unhealthy gums may receed. They may also appear swollen, engorged, smooth, red. Best way to tell if infected, see your Dentist or a Periodontist (gum/bone specialist). Worth the trip for peace of mind if gums are OK, for treatment if diseased. Go find out.
