Possible hair bump: This sounds like it may be a hair bump.If this is the problem get magnifying mirror and some fine tweezers. If this an infected submandibular gland , you may need to see a doctor.

Lump: Lump on chin could be cyst , ingrown hair , abscess or lipoma etc . Examination would confirm the final diagnosis.
