The question is a : Bit unclear....the toe is numb do to what? Swollen joints could signify an arthritic type of condition, I would advise you to see a foot doctor or rheumatologist.

A closer look...: When you speak of peripheral neuropathy, it must be made clear if this involves one foot, both feet or is it isolated to the toe. The bluish toe can be due to either sluggish circulation or even enlarged veins in the area. Most importantly, is the joint pain and swelling involving all your joints are just those of the 2nd and 3rd toes. A detailed foot exam and history of the problem is in order.
