Get Examined: There are a number of conditions of the gums that could present with those symptoms. They are benign but still need diagnosis and treatment. Have your dentist take a look and if it seems a bit more complicated you may need to see an oral surgeon or a dentist with oral medicine training.

Infection: Most probable possibilities are gum infection or draining tooth abscess. This isn't a DIY problem, nor is it treatable with OTC products. You need professional help, and sooner rather than later. Please call a Dentist.
