You're on the right: track. Atherosclerosis is the development of plaque in arteries that form as the result of injury to the blood vessel wall. The artery, not vein, wall is subject to this initial insult because of blood pressure and shear stress as you suggest. After the injury, then fatty material (cholesterol) and healing cells (macrophages) clump together. The muscular artery wall compensates/thickens: plaque.
