Is it normal to have diplopia in the background? for example: when i look and focus on my arm the eraser and pencil behind my arm is doubled.

Yes: It is normal for a normal person to see double in the view of the background beyond the object he is focusing on, when the object he is focusing on is close to his eyes, when both of his eyes are working. If he is using only one eye, the background will not look doubled. If worried, one can have a routine eye exam at an eye doctor's office.
