Yes/no: To remove yes, to permanently cement no. You can always check with the state rules but I am not aware of any state that would allow them to permanently cement crowns.....especially implant crowns that need proper fitting and torquing of the implant itself. No worries

Expanded duties: Each state is different, and it depends on his/her training and certification. I would let your dentist cement the crowns in this situation.
