Strictly: speaking, that conclusion means that there is no acute or active process that requires treatment, but doesn't address any chronic changes(e.g. possibly COPD-type changes) that the radiologist considers not significant or at least not relevant to the current situation. Practically speaking, many radiologists use that, or similar, phrases for all normal chest xrays. Talk to your doc about results.
