There are many causes for this condition and sometimes a lung biopsy is indicated. Since pulmonary fibrosis can be a serious condition, be sure to see a doctor who specializes in diagnosing and treating this condition.

Maybe: The tests you have received are capable of diagnosing COPD and pulmonary fibrosis in most cases, and those aren't difficult diagnoses to make. Treatment options can depend on many things. If you feel uncertain it never hurts to get a second opinion.

Treatment...: Both COPD and pulmonary fibrosis can be diagnosed by the doctors via the tests that you describe. So, the diagnosis is likely correct and is unlikely to change by having these tests repeated in the us. The etiology of the pulmonary fibrosis should be sought, if possible, so it can be treated before more scarring occurs, if possible. COPD treatment, including smoking cessation, is also needed.
