Depends: Routine pap smears start at age 21. If you are having any gynecologic problems or are in need of birth control then it is appropriate to see one sooner.

Pelvic exam: Check out http://www.acog.org/Patients/FAQs/Your-First-Gynecologic-Visit-Especially-for-Teens & https://www.plannedparenthood.org/learn/womens-health/pelvic-exam re when to get 1st exam. Don't need pelvic/Pap until 21yo unless you have concerns. But it's a good idea to see Family Doc or GYN now so that you're comfortable w/that person when time comes. Also to address questions re STDs & BC etc.

Now is a good time: There are several ACOG guidelines about when a woman should see a GYN MD for the first time. Practically speaking , if you are sexually active or in need of contraception is the usual reason for the initial visit. Pap smear(cervical cancer) screening guidelines are more extended after 3 negative pap smears. Seeing any MD including GYN's make people anxious, but it is a very necessary lifelong need
